Dr. Toma's research interests lie in the area of political economy applied to education policy. She has published in such journals as the Journal of Policy Analysis and Management, the Journal of Law and Economics, the Journal of Public Economics, Review of Economics and Statistics, and Public Choice. She is the past president of the Southern Economic Association and the past President of the National Association of Schools of Public Affairs and Administration.
